Everything you need to know about registering with JKM — eligibility, required documents, and how your OKU card unlocks employment support.
1. What is the OKU Card?
The OKU Card (Kad OKU) is Malaysia's official disability registration document, issued by Jabatan Kebajikan Masyarakat (JKM), the Department of Social Welfare under the Ministry of Women, Family and Community Development. The card certifies your disability status and serves as proof of eligibility for a wide range of government programmes, financial assistance, and employment incentives.
Since the Persons with Disabilities Act 2008 (Act 685) came into force, OKU registration has become the gateway for accessing structured support, including making your prospective employer eligible for PERKESO's Daya Kerjaya 3.0 incentive of RM1,000 per month for up to six months.
2. Who is Eligible?
Any Malaysian citizen with a medically recognised disability may register, regardless of age. JKM recognises six disability categories:
- Physical (Fizikal): Limb differences, paralysis, mobility impairments, and musculoskeletal conditions.
- Visual (Visual): Blindness, low vision, and partial sight conditions.
- Hearing (Pendengaran): Deafness, severe hearing loss, and auditory processing disorders.
- Speech (Pertuturan): Non-verbal conditions and severe speech impairments.
- Cognitive / Learning (Kognitif): Intellectual disabilities, dyslexia, Down syndrome, autism spectrum, and related conditions.
- Psychiatric (Psikiatri): Schizophrenia, bipolar disorder, and other long-term mental health conditions that affect daily function.
3. Required Documents
Prepare the following before visiting your nearest JKM district office (Pejabat Kebajikan Masyarakat Daerah):
- Malaysian IC (MyKad): photocopy both sides.
- Medical report from a registered government or private specialist doctor confirming the nature, type, and severity of your disability. Must be on official letterhead and signed by the attending doctor.
- 2 recent passport-sized photographs (blue or white background).
- Birth certificate for children or applicants under 18.
- Guardian's IC and a letter of guardianship if applying on behalf of another person.
Note: JKM may request additional supporting documentation for specific disability categories. Contact your nearest JKM office in advance to confirm requirements.
4. Registration Process
Obtain a medical report.
Visit a registered government hospital, clinic, or specialist. The doctor assesses your disability and issues a formal report. This is the most critical document; ensure it clearly describes the disability type, severity, and functional impact.
Visit your nearest JKM district office.
Bring all required documents. JKM officers conduct an interview and may refer you to a JKM-appointed assessor for verification. Walk-ins are accepted at most offices; calling ahead reduces wait times.
Complete the OKU registration form (Borang OKU JKM001).
The form captures your personal details, disability type, and functional assessment. JKM officers will assist if needed. Available in Bahasa Malaysia and English.
Await processing.
Processing typically takes 2–4 weeks. JKM will notify you by post when your card is ready. Cases requiring specialist referral may take longer.
Collect your OKU Card.
Return to the JKM office to collect your card. It includes your name, IC number, disability category, and a unique OKU registration number used for all government programme applications.
5. Benefits of OKU Registration
Your OKU Card unlocks a structured network of benefits across transport, tax, financial assistance, and most importantly for job seekers, employment:
- Employment incentives: Employers who hire you become eligible for PERKESO's Daya Kerjaya 3.0: RM1,000/month for up to 6 months.
- Public transport discounts: Free or reduced fares on LRT, MRT, Monorail, KTM Komuter, Bas Rapid KL, and selected interstate coaches.
- Income tax relief: OKU taxpayers receive additional relief categories in the annual LHDN filing.
- JKM financial assistance: Access to Bantuan Kanak-Kanak Tiada Penjaga, Bantuan Am, and skill development grants.
- Government service priority: Priority queuing at hospitals, government counters, and social welfare offices.
- HRD Corp training access: Eligible for OKU-specific funded training programmes through HRD Corp (Human Resources Development Corporation).
